David W. Cheney

David Cheney, Ph.D., is co-director of SRI International's Center for Science, Technology, and Economic Development. He has more than 20 years of professional experience researching and implementing policy in a broad range of science and technology areas, including more than a dozen years with SRI. Cheney’s expertise includes research evaluation and management, innovation policy, information technology policy, technology transfer, international science and technology policies, and science and engineering education and workforce issues. Prior to joining SRI, he served as vice president and then senior advisor to the Internet Policy Institute, where he directed a White House-requested study of Internet voting.

Previously, he held several senior executive positions at the U.S. Department of Energy, including executive director of the Secretary of Energy Advisory Board (in which capacity he ran the Laboratory Operations Board and guided management reforms in the National Laboratories); Associate Deputy Under Secretary for Technology Partnerships; executive director of the R&D Council; and special assistant to the Under Secretary. His private sector experience includes work at the Council on Competitiveness, the Competitiveness Policy Council, and the Optoelectronics Industry Development Association.

Cheney received his Ph.D. in public policy from George Mason University, a M.S. degree in technology and policy from MIT, and a B.S. degree in geology and biology from Brown University.
