Victoria Tse

Victoria Tse is a researcher in SRI International’s Center for Education Policy. She focuses on K–12 education reform and teacher development through her work on a variety of national, state, and local research and evaluation projects that entail qualitative and quantitative data collection and analysis.

Tse is the lead survey coordinator and an analyst for the Evaluation of California’s Linked Learning District Initiative, a multiyear mixed-methods study of an effort to transform district systems of high schools by integrating academics, technical curriculum, and work-based learning in rigorous programs of instruction. She is also a coauthor and analyst for the U.S. Department of Education PPSS (Policy and Program Studies Services) Task 6, Preparing At-Risk Students for Postsecondary Success, and a lead qualitative analyst for the study of Reclassifying and Not Reclassifying English Learners as Fluent English Proficient: Access and Achievement.

Previously, Tse managed site visit data collection and supported data analysis for the Evaluation of the Texas High School Project, a four-year longitudinal study to evaluate the implementation and impact of high school reforms in Texas. Her past project work also includes National Charter School Resource Center Task Order 1, the National Evaluation of Writing Project Professional Development, the Teaching and California’s Future study, and a study examining local partnerships in support of arts education.

Before joining SRI, Tse gained pedagogical training and classroom experience teaching in school districts in the Austin, Texas, area while working toward her secondary English teaching certification at the University of Texas-Austin UTeach program.

Tse earned a master’s degree in education from Stanford University with an emphasis on policy, organization, and leadership studies. Her graduate research was on high school reform initiatives and California State policy regarding learning English as a second language. She has a B.A. in English from Harvard University, with a minor in French.
