SRI assisted the National Oceanic and Atmospheric Administration (NOAA) Office of Ocean and Atmospheric Research in assessing programmatic requirements, site location opportunities, and the development feasibility for a proposed consolidation of the Great Lakes Environmental Research Laboratory (GLERL) with the Ann Arbor, Michigan, area marine research and policy organizations. For this study, detailed multiagency programming and facility requirements were established to ensure a consolidated facility would meet the mission of each partner and create efficiency in the use of space and similar functions. Site alternatives in the central Ann Arbor, area were identified using key geographic, operational, economic, and environmental parameters. The cost of land acquisition, planning and construction, and environmental compliance was also estimated as part of the feasibility analysis. SRI conducted this work in 2002 and 2003 under the guidance of GLERL management and the NOAA project manager and engineer from that agency’s Central Administrative Support Center in Kansas City, Missouri.
