SRI's Envirotechnical Program is currently providing environmental support services for the Federal Aviation Administration (FAA) Airport Surface Detection Equipment, Model X (ASDE-X) Program, which is part of the FAA Runway Incursion Prevention Program. The ASDE-X system, consisting of a surface movement radar (SMR) and up to 18 multilateration remote units installed at various locations on or near the airport, detects the presence of aircraft and surface vehicles on taxiways and runways. This information enables air traffic controllers to route ground traffic safely and efficiently throughout the airport environment in all weather conditions. SRI prepared a Programmatic Environmental Strategy Plan for the ASDE-X Program in 2001. Since then, SRI has assisted the ASDE-X Program Office by performing environmental and alternative site analysis studies in conformance with the National Environmental Policy Act and FAA Orders 1050.1E and 1050.19A. For each proposed ASDE-X system, SRI uses Geographic Information Systems (GIS) software to produce maps of contaminated areas and sensitive environmental resources at the airport. These maps are used to evaluate potential locations for the network of sensors and transmitters required at each airport. The use of GIS software allows efficient evaluation of alternative locations and rapid update of maps in response to newly available resource data. SRI also assists the ASDE-X Program Office by preparing Categorical Exclusion documents, producing detailed photosimulations, consulting with regulatory agencies, and obtaining approvals and permits where needed. We have supported planning and deployment of ASDE-X systems located in Arizona, California, Connecticut, Florida, Georgia, Hawaii, Illinois, Indiana, New Jersey, New York, Nevada, North Carolina, Maryland, Minnesota, Missouri, Pennsylvania, Rhode Island, Tennessee, Texas, Utah, Virginia, Washington, DC, and Wisconsin. The installation of ASDE-X systems is currently in progress and is expected to continue through Fiscal Year 2009.
