The Northbrook Very High Frequency Omnidirectional Range (VOR) facility is a major navigational aid assisting aircraft using O’Hare International Airport, Chicago, Illinois. The existing VOR was adversely affected by the recent construction of tall buildings in the area. These buildings blocked the VOR radar signal at certain azimuths. To mitigate this problem, the Federal Aviation Administration (FAA) proposed to relocate and elevate the VOR. The proposed relocation site was within a closed military airfield and in a fast developing area of Vernon Hills, Illinois. SRI’s Envirotechnical Program prepared a National Environmental Policy Act environmental assessment (EA) in conformance with FAA Order 1050.1E. The EA analyzed the potential for contamination of soil or groundwater due to past military use of the proposed VOR site. Photosimulations of the elevated VOR as viewed from nearby public and recreational properties were also included in the EA. The Envirotechnical Program also assisted the FAA in arranging and hosting a public information workshop for local residents, which was very well received by the public and local government officials.
