General Services Administration (GSA) Environmental Service Schedule
A range of services from SRI's Envirotechnical Program can be procured by federal agencies using the General Services Administration (GSA) Environmental Services Federal Supply Schedule (Contract #GS-10F-0420P). The straightforward procurement process can be expedited to less than two weeks by taking the following steps:
1. Select a Service Item
Determine the GSA service item number (SIN) that your requirements fall under. GSA has negotiated the lowest reasonable rates and is preapproved to provide the following three SINs:

Analyze project impacts and prepare NEPA documentation |

Coordinate agency review and approval of the final NEPA documentation |

Phase I Environment Due Diligence Assessments per ASTM standards |

| SIN 899-7Geographic Information System (GIS)-based analysis and other electronic data mapping investigations. |
2. Define the Scope of Work
Prepare a brief performance-based Scope of Work (SOW), including deliverable items, due dates, and basic requirements. A performance-based SOW provides the contractor freedom to determine how to meet the Government's objectives. This results in greater cost efficiency, innovation, and accountability by the contractor. SRI can assist you in outlining these parameters. Key elements of a SOW are background, objectives, scope, tasks/requirements, selection criteria (experience, location, expertise), deliverables and schedule, period of performance, and other factors (government-furnished equipment or information, security, etc.).
3. Select the Type of Procurement
Under the Federal Supply Schedule, or Multiple Award Schedule, GSA vendors are prequalified to receive product or service orders directly from each federal agency. For environmental services or products expected to cost more than $2,500 and below $XX,000,000, the type of procurement available to federal customers are

A sole source order under the Environmental Services contract, |

A direct order based on competitive bids (at least 3 bidders), and |
| • |
A blanket purchase agreement, or BPA (for recurring activities) based on competitive bids. |
4. Solicit Bids and Select a Contractor
After seeking bids from at least three GSA contractors, evaluate each response based on selection factors previously identified. As the ordering agency, you and your contracting officer will need to determine the offer that provides you the Best Value. Best Value takes into consideration the contractor's experience and qualifications, the required scope of services, the geographic requirements, and other criteria critical to your agency's program.
