- Early Intervention for
Infants & Toddlers with Disabilities and Their Families: Participants, Services,
and Outcomes (2007), by Kathleen Hebbeler, Donna Spiker, Don Bailey, Anita Scarborough,
Sangeeta Mallik, Rune Simeonsson, Marnie Singer, and Lauren Nelson. This comprehensive final
report from the 10-year National Early Intervention Longitudinal Study (NEILS) summarizes some of the
key findings from the study and notes their implications for policy, practice, and additional
research.
- Family Outcomes at the
End of Early Intervention (2004), by Don Bailey, Anita
Scarborough, Kathleen Hebbeler, Donna Spiker, and Sangeeta Mallik. This
is a report on families' outcomes following their experiences with early
intervention programs at the time their children turned
three.
- Services Received by Children and Families Early
Intervention (2001). This chapter was reported in Section
III of the 23rd Annual Report to Congress. This chapter provides information on the multiple features
of the first 6 months of services for children and families in early
intervention.
- A summary of NEILS findings on the report
entitled Demographic characteristics of the
children and families participating in early intervention services,

- NEILS findings on the birth history and health status of the
children participating in early intervention services and how they are
associated with key child and family characteristics, as reported by
families, can be found in the report entitled Birth History and Health Status of

- Expenditure Study (2004),
by Jesse Levin, Maria Pérez, Irene Tar, Jay Chambers, and Kathy
Hebbeler. This is a report on the expenditure study, conducted by AIR as
a component of NEILS, that outlines the expenditures associated with
providing and supporting early intervention services. The main
objective of the study was to estimate average monthly and total
expenditures for the typical child receiving early intervention services
in the U.S. It also explored the level of spending on EI services
and outcomes of children at 36 months.
- Demographic characteristics of children and
families entering early intervention (2003), by Kathleen Hebbeler, Donna Spiker, Sangeeta
Mallik, Anita Scarborough, and Rune Simeonsson. This is a report on the demographic characteristics of the children
and families participating in early intervention services, as reported by families.
- Results Experienced by Children and Families 1 Year after Beginning Early
Intervention (2002). This chapter was reported in
Section IV of the 24th Annual Report to Congress. This chapter examines results for
children and families approximately 12 months after entry into early intervention.
- Families' First Experiences with
Early Intervention (2003), by Don Bailey, Anita Scarborough, and Kathleen Hebbeler. This is
a report on several aspects of families' experiences
in beginning early intervention services (timing of concerns, diagnosis,
entry, as well as parent perceptions of the identification process,
the professionals in early intervention, and the resulting plan for

and Weighting Procedures: Enrollment Form, Family Interveiw, Service
Records (2002), by Harold Javitz, Donna Spiker, Kathy Hebbeler, and Mary Wagner.
This report provides detailed information on sampling and weighting procedures used in the
NEILS study.
- Characteristics of children and families entering early intervention (2001).
This chapter was reported in Sections
I, II, and III of the 23rd Annual Report to Congress. This chapter provides a descriptive
picture of children's disabilities, birth status, health, and behaviors shortly after entering early
intervention.
- A
First look at the Characteristics of Children and Families Entering
Early Intervention Services (2001), by Kathy Hebbeler, Mary Wagner, Donna Spiker, Anita
Scarborough, Rune Simeonsson, and Marnie Collier. This report presents findings on
the information reported on early
intervention professionals about children and families who were in early
intervention for the first time.
- Characteristics of Children and Families Entering Early Intervention (2000).
This chapter was reported in Section
IV of the 22nd Annual Report to Congress. It addresses the reasons children are deemed eligible for
early intervention, their ages at entry into early intervention, and other demographic characteristics.
- State-to-State Variations
in Early Intervention Systems (1999), by Kathleen Hebbeler, Donna Spiker, Mary Wagner, Renee Cameto,
and Patti McKenna. This is a report on the variations in how states are organized to provide early intervention
services.
