For the United Nations Industrial Development Organization-China Office (UNIDO), SRI and Planning and Development Collaborative International, Inc. (PADCO) proposed an approach to develop a new research and development park strategically located between Beijing and Tianjin.

The project involved:

• Industry analysis of the Langfang region and identification of appropriate high-technology industry focuses for the park
• Analysis of industrial collaboration and identification of potential partners such as corporate tenants, incubator tenants, and research organization tenants
• A partnership strategy, including facilitation through introductory meetings in the United States
