Evaluation of the New Leaders Emerging Leaders Program
SRI is evaluating the expansion of New Leaders’ Emerging Leaders Program (ELP). New Leaders was awarded a U.S. Department of Education Supporting Effective Educator Development (SEED) grant to expand ELP and improve student learning by increasing the number of highly effective instructional leaders (both teachers and assistant principals) in high-needs schools. Emerging Leaders will receive training in motivating, coaching, and giving feedback to teachers on an instructional team and will work with their teacher teams to use data to determine student baselines, set student achievement goals, and monitor student growth.
SRI will conduct a randomized controlled trial to assess the effects of ELP on leadership knowledge, instructional quality, and student learning. Emerging leaders and their teacher teams in three partner districts will be assigned at random to begin implementing ELP either in fall 2017 or in fall 2018. Teacher teams assigned to begin implementation in 2018 will serve as a comparison group for the evaluation in the intervening year. SRI will assess program outcomes as measured by teacher assessments, classroom observations, and extant student achievement data and will evaluate program implementation through ELP and teacher surveys and interviews with emerging leaders, teachers, and principals.
