Minnesota Pay for Success Feasibility Pilot: Pyramid Model Expansion in Voluntary Pre-Kindergarten
The Minnesota Department of Education contracted SRI to study the feasibility of using a Pay for Success funding model to enhance its state voluntary prekindergarten program with the Pyramid Model for Supporting Social Emotional Competence.
The Minnesota Department of Education contracted SRI to study the feasibility of using a Pay for Success (PFS) model to fund an enhancement of its state voluntary prekindergarten program. The enhancement was to be the implementation of the Pyramid Model, a framework for building staff capability to support children’s social and emotional development that has been demonstrated to be effective in various early childhood settings. This was one of eight Pay for Success feasibility pilots the U.S. Department of Education awarded in December 2016. SRI conducted a literature review on preschool programming and multitiered systems of supports for behavioral outcomes, identified key stakeholders and potential fiscal partners for a PFS transaction, assessed the availability and quality of student outcomes data, and (in partnership with RAND Corporation) conducted a prospective benefit-cost analysis of the proposed program enhancement.
