Anna Mark

Senior Education Researcher and TA Specialist, SRI Education

Anna Mark, MEd, is passionate about improving the educational landscape for children and their families through research and technical assistance (TA) on the benefit of effective evidence-based practices. She has over 18 years of experience leading large-scale data and K–12 education research projects and providing TA to teachers, school leaders and local and state education agency staff to positively impact the field of education.

At SRI, Mark provides TA and leadership on several projects focused on children and families. She is a TA specialist for the Data Governance Consulting and Support project with the U.S. Department of Health and Human Services’ Administration for Children and Families. In this role, she leads work that is strengthen data governance practices within ACF offices, and between ACF and its partners at the federal, state, local, and Tribal levels . Mark is also senior project manager for the Early Childhood Classroom Observation (ECCO) Study, in partnership with the Bill & Melinda Gates Foundation. This project is studying the impact of classroom video observations in supporting high-quality measurement of early learning classrooms, program improvement and accountability for performance, and meaningful impacts on early learning experiences and children’s outcomes.

Mark has also contributed to multiple grants and contracts with the U.S. Department of Education to improve education programs and policy. For example, she led a grant that provided TA to state education agencies integrating their Individuals with Disabilities Education Act (IDEA) data to improve data quality and use for better decision-making at the policy and program levels for students with disabilities. She has also conducted school audits and provided TA to teachers and principals to address program improvement needs for multilingual learners and students with disabilities. She has led multiple qualitative analysis efforts to evaluate the effectiveness of evidence-based programs and practices for early learners and students with disabilities.

Mark is also active in the community. She is a governing board member for a local charter school, where she provides guidance on the academy’s business and offers input for decisions facing the collective board and community stakeholders. This service includes overseeing mission alignment, governance and academic excellence, and advising on policy issues, transactions, strategic alternatives and enterprise governance.

Mark holds an MEd from the University of Virginia and is an alumna of the Education Policy Fellowship Program.
