Policy and Technical Assistance Project Manager SRI Education

Ciearra Norwood has 10 years of early childhood experience teaching in infant to second-grade classrooms and managing federal early childhood grants in state government. Before joining SRI, Norwood managed projects and provided technical assistance to counties in New York seeking to enhance early childhood systems and family well-being. Norwood has also helped communities improve processes for developmental and social-emotional screening in early care and pediatric settings, encouraged developmental health promotion statewide, and supported the development of coordinated cross-system service delivery for children and their families.

Norwood currently provides project management for the Preschool Development Grant B-5 Technical Assistance Center (PDG B-5 TA Center)and coordinates several activity teams for the Center for IDEA Early Childhood Data Systems (DaSy). In this role, Norwood supports the facilitation and documentation of team, client, and stakeholder meetings; manages the use of online community platforms; supports project leadership in planning and executing technical assistance activities; provides project and activity coordination by tracking the progress of activity tasks and milestones; recommends enhancements for project procedures and coordination; and creates and maintains project management documents and databases.

Norwood holds a bachelor’s degree in inclusive early childhood and special education from Syracuse University and a master’s degree in educational policy and leadership from University at Albany.
