Quantum on Capitol Hill

The SRI-managed Quantum Economic Development Consortium convened quantum innovators and members of Congress to explore the future of quantum technology.

Twenty-six leading quantum companies visited Capitol Hill on July 18, 2025 as part of the second annual Quantum Technology Showcase.

Quantum technologies — quantum computing, quantum sensing, and quantum communications — are maturing rapidly, and will be integral to 21st century innovation.

The summit, organized by the SRI-managed Quantum Economic Development Consortium (QED-C), provided an opportunity for members of Congress, congressional staff, government officials, the media, and the public to experience emerging quantum technology and discuss how to advance cutting-edge quantum capabilities.

”This provides an invaluable opportunity for everyone, including members of Congress, to learn about quantum’s potential.” — Celia Merzbacher

The event attracted a bipartisan group of members of Congress that included Representative (Rep.) Joe Morelle (D-NY), Rep. Jay Obernolte (R-CA), Rep. Zoe Lofgren (D-CA), Rep. Suhas Subramanian (D-VA), and Rep. Bill Foster (D-IL).

Speakers included U.S. Deputy Secretary of Commerce Paul Dabbar, a quantum entrepreneur and a former Under Secretary for Science at the U.S. Department of Energy, as well as leaders from the Department of Energy and the National Science Foundation.

“This provides an invaluable opportunity for everyone, including members of Congress, to learn about quantum’s potential,” said QED-C Executive Director Celia Merzbacher. “It also serves as a reminder about the importance of investing in the U.S. quantum ecosystem as Congress considers reauthorizing the National Quantum Initiative, which was signed into law in 2018.”
