Ginger Elliott-Teague

Senior Education Researcher, SRI Education

Ginger Elliott-Teague, PhD, is a senior education researcher and technical assistance specialist with expertise in Individuals with Disabilities Education Act (IDEA) data collection, reporting, analysis, and use; IDEA data system development and management; and program evaluation. She has more than 20 years of experience in constituent engagement, research design and implementation, and program evaluation.

Elliott-Teague has provided data-based technical assistance to local and state IDEA Part C early intervention and Part B preschool special education programs and staff for nearly 10 years. Prior to joining SRI, she designed and led the evaluation of four multisite early intervention and early childhood special education improvement projects in Oklahoma. Since joining SRI in 2023, Elliott-Teague has analyzed children’s participation in early intervention programs to understand trends in who has access and why families do not seek services for their infant or toddler. She has also supported states and communities in the development and implementation of coordinated enrollment and eligibility (CEE) systems, and has coordinated efforts with state programs to redefine systemic improvement plans with broad constituent input.

Elliott-Teague earned her PhD in public policy from Indiana University Bloomington, O’Neill School of Public & Environmental Affairs.
